After 34 years of distinguished service with the Federal Bureau of Investigation in Washington, D.C., Carter recently retired. Throughout her tenure, she championed high-level program operations, strategic initiatives, and oversight responsibilities to enhance accountability, boost operational efficiency, and ensure prudent stewardship of taxpayer resources. She began her federal career at the Social Security Administration in Woodlawn, Maryland, where she served for three years in the Equal Employment Opportunity Division.
Alongside her illustrious federal career, Carter has thrived in the private sector as a licensed real estate professional with Kemp and Associates Real Estate. Her work in housing and property development has empowered families to attain homeownership and build generational wealth, granting her firsthand insight into the economic challenges faced by working families and local communities.
A proud native of Baltimore, Carter earned her Bachelor of Science degree in Criminal Justice, followed by a Master of Science degree, further enhancing her expertise in strategic planning, intelligence analysis, and public policy.
Having resided in Harford County for over 20 years, Carter is deeply committed to the community she calls home.
